MISSOULA — The Missoula City Council will vote Monday on three development agreements for the Riverfront Triangle Fox Site project with Averill Hospitality, LLC, marking a significant step forward for the long-discussed downtown development.

The council will consider a purchase and sale agreement for the city-owned property, a development agreement involving the city and Missoula Redevelopment Agency, and a land use and development requirements agreement. All three items have already passed through committee review.

The property sale agreement requires a supermajority vote from the council to pass, meaning at least eight of the 12 council members must approve the deal.

The Riverfront Triangle Fox Site has been a focal point for downtown development discussions, representing a key piece of riverfront property with potential for mixed-use development.

Budget Presentation Scheduled

In addition to the development agreements, Mayor Andrea Davis will present the city’s Fiscal Year 2026 executive budget, beginning the annual budget process.

Following the presentation, the council will set public hearings for Aug. 4 and Aug. 11 to consider budget-related resolutions, including the Community Improvement Program and various fee increases. The proposed budget covers work plans for multiple districts, including the Downtown Business Improvement District, Tourism Business Improvement District, and several maintenance districts.

The council will take its final budget vote on Aug. 18.

Parks Rezoning Hearing

The council will hold a public hearing on rezoning three parks in the Missoula Development Park from public lands designation to limited industrial use. Claire Lovelace will present the staff report on changing Greenway Parks 4, 6 and 8 from OP3 Public Lands and Institutional/NC-MDP overlay to M1-2 Limited Industrial/NC-MDP overlay.

The parcels are located on the Expressway and represent a shift toward industrial development in the area.

Special Presentations and Routine Business

The meeting will include a proclamation commemorating the 35th anniversary of the Americans with Disabilities Act, presented by Mayor Davis. The ADA was signed into law on July 26, 1990.

Neighborhood councils will provide updates during the special presentations portion of the meeting.

The council’s consent agenda includes items totaling $1,659,083.70 in accounts payable, multiple board appointments, and various public works contracts. Notable items include:

  • The Takima Park Construction Contract with 3 Rivers Landworks for $473,869.80
  • A wage agreement with the Missoula Police Officer Association authorizing increases beyond previously agreed cost-of-living adjustments
  • Appointments to the Downtown Business Improvement District, Building Code Board of Appeals, and Parks and Recreation Board
