Montana Delegation Backs Bill Warden for USDA Rural Development Director
Former legislator brings natural resources experience to role overseeing billions in rural infrastructure funding

HELENA — Montana’s congressional delegation has unanimously endorsed the appointment of Bill Warden as the state’s new director of USDA Rural Development, praising the former legislator’s qualifications to address rural infrastructure challenges across the state.
Warden, a lifelong Montanan who served in the state legislature and the U.S. Army, was appointed to the role by Secretary of Agriculture Brooke Rollins. The position oversees billions in federal grants, loans, and loan guarantees aimed at supporting rural economic development and essential services.
“Big Sky Country is gaining a real advocate in Bill Warden,” said Congressman Troy Downing. “A lifelong Montanan, Bill understands the Treasure State and its people. I look forward to working with him to ensure the rural communities I represent have a seat at the table in Washington and access to the resources and opportunities they need to thrive.”
As State Director of Rural Development, Warden will lead programs that administer nearly $16 billion annually in loans, loan guarantees, and grants for rural housing, community facilities, water and waste disposal systems, and rural businesses. The agency maintains a loan portfolio exceeding $224.5 billion nationwide.
The appointment comes as Montana’s rural communities face significant infrastructure challenges. Congressman Ryan Zinke highlighted these issues in his statement supporting Warden’s selection.
“Rural development is vital to our state’s future, especially as many small communities are struggling with aging water systems, limited housing, and mismanaged land,” Zinke said. “Supporting these communities is essential to ensuring Montana families have the tools they need to thrive.”
Warden brings legislative experience in natural resources policy to the role. He served in the Montana House of Representatives in 2005, representing District 63, which covered part of Bozeman. During that session, he served on the Fish, Wildlife and Parks Committee and sponsored legislation to make the state’s fishing access enhancement program permanent.
Senator Steve Daines emphasized Warden’s diverse background in his endorsement.
“Bill Warden will be a huge asset for Montana’s rural communities,” Daines said. “With his experience in the private sector and in the Montana State Legislature, Bill brings a well-rounded perspective to the role and I am confident that he will help address many of the issues that our rural communities face.”
The support reflects the critical nature of rural development funding for Montana communities. State Directors are responsible for promoting Rural Development’s mission and strategic goals while providing leadership to develop productive state workforces.
Senator Tim Sheehy connected Warden’s appointment to broader Trump administration priorities for rural America.
“It’s a new day in America, and working alongside the Trump Administration, we are focused on reviving the American Dream in Montana’s rural communities,” Sheehy said. “I am grateful for Bill’s willingness to step up and serve our state and hardworking people proudly and am eager to work with him to make life more prosperous, safe, and affordable for all Montanans.”
After his military service, Warden graduated from Montana State University and has worked as a lobbyist in Montana, representing various organizations including healthcare systems, business associations, and advocacy groups.
According to the Montana Society of Association Executives, Warden has represented organizations including Bozeman Health, St. Peter’s Health, Shodair Children’s Hospital, the Montana Bioscience Association, and the National Association of Insurance and Financial Advisors. He has also lobbied for Everytown for Gun Safety and VEO Guardians. Zinke, who worked with Warden during their time in the state legislature, expressed confidence in his capabilities.
“Bill and I have been working together since our time at the state legislature. Bravo Zulu soldier, I know he will do a great job serving the people of Montana,” Zinke said.
