The biggest hurdle to widespread open noncompliance is people’s legitimate fear of social ostracization, especially in the workplace.

From a sociological perspective, the dilemma is this: a high volume of people are far more likely to risk speaking out only when they see a high volume of others speaking out (safety in numbers).
